That's super weird, bison does not care about the position of the argument.
Except in POSIX mode.  Would you have this envvar set?

$ bison ~bison/src/parse-gram.y -o foo.c
$ POSIXLY_CORRECT=1 bison ~bison/src/parse-gram.y -o foo.c
bison: extra operand '-o'
Try 'bison --help' for more information.

    * examples/d/local.mk, examples/java/calc/local.mk,
    * examples/java/simple/local.mk: Pass bison's options before its
    argument, in case we're in POSIX mode.
