Table Size Exceeded Error and m4sugar.m4 error

all,
I am getting the below error

\util\rtr\vendor\parser.ypp:32519: fatal error:
maximum table size (32767) exceeded
I am using 1.35, I browsed thru some of the earlier
posts and tried to upgrade to bison 1.875 and instead
of the above error now I get 

bison: cannot open file
`/usr/local/share/bison/m4sugar/m4sugar.m4': No such
file or directory
*** Error code 1

1. Why did I get the table exceeded error in the first
place ? (is it because, I have large grammer ?) 

2. how do I fix these errors ? , both the table size
error and the m4sugar error 

any help is greatly appreciated.
