	(INCLUDES): Do not include from the intl directory, which has been
	removed.
	(libbison_a_SOURCES): Add unlocked-io.h.  Avoid +=, a GNU make extension.
	(bitsets_sources, additional_bitsets_sources, timevars_sources): New vars.
