Yes, I know, and that's what I do, as you have noticed in the Makefile.

%.c %.h %.xml %.gv: %.y
        $(BISON) $(BISONFLAGS) --defines --xml --graph=$*.gv -o $*.c $<

But it's too late to change the default behavior.
