[PATCH 22/22] package: pacify syntax-check

* cfg.mk: Currently we cannot update gnulib because of portability
issues with ancient versions of clang
(https://lists.gnu.org/r/bug-gnulib/2021-01/msg00241.html).  So skip
the check about copyright date for gnulib.
