Thanks for the forward; it has some useful information.  I spent some
time looking at the proto docs as well.  I think it is possible to
flatten trees with the transform struct.  The built-in flatten tree
transform seems inadequate in situations like this where we have 2
very similar operators.  But maybe we could achieve the desired
functionality using a custom transform struct.
I found this in the archives:

It explains how to flatten an expression such as a - b + c into a
single fusion tuple.  Maybe we could do something similar for the
operators > and >>.
I, admittedly, don't know that much about proto, but I think it would
be possible to flatten trees containing both operators.
