Actually, the list was just set wrong (for our purposes).  Moderated
means that only "allowed posters" can submit, Unmoderated means anyone
and everyone (subscribed or unsubscribed) can post, and Discuss means
that only those that are subscribed can post.   I set the list to
discuss, and that should solve our problem.
