Take a step back and refine the Roadmap and Issue Priorities documents.

I think that within these, as well as "manifesto" type documents will
be an easy way to break down the problem of a "perfect coWiki" into
managable bites.

The obvious step for the developers would be to look at the goals
outlined in the roadmap, and begin to prioritize the issue tracker's
items into it, working on the goals for the next milestone.
