I like the idea of a release canidate.  What would be different for
Randy or Becky?  Well, there would be some security/stability fixes, a
more comprehensive database engine, and a nifty installer.  Ok, this
might not be enough to convince Randy or Becky to upgrade, but
Jeanette or Steve might be interested in it.  I'm sure even someone
like David or Lisa might decide to pay closer attention to the project
as a whole when we show this release canidate with all these
background improvements and security fixes.

According to cowiki.org, we have been dormant for quite a while. 
Presenting a release canidate detailing all of our changes to this
point shows that things are moving forward.  Granted, at times it may
seem more like we're sputtering forward on 2-3 cylinders instead of
the usual 4, banging on the engine with a wrench to get it going from
time to time, but moving nonetheless.
