[cowiki-dev] Webserver Stats // Take 2

Apologies for the access issue - there have been plenty of security  
issues with Awstats so I always lock down access.

I have modified all the security arrangements so these particular  
stats are viewable from anywhere - if access needs to be restricted  
to certain IP addresses, Paul can let me know.

Stats are updated daily at midnight.
