What drives the need for this change when other requested functionality
is left undone? Which user has asked for the feature? Here are still
missing features that I asked for at the beginning of this iteration:
* Issue 51: Ability to upload documents and graphics for display and
download
* Issue 194: Administrative page to configure managment settings
* Issue 97: Diagnostic tool to check coWiki installation

inoperative.
Proper discipline requires that we work on the fixes and features that
are needed by the product, not just what is fun for us to do at the
moment.
