[cowiki-dev] Proposal to remove INSTALL.deutsch and INSTALL.polish

Hi there, hi Paul,

as we have a different locations where we document installtion stuff (files
in the code like INSTALL, README and online on cowiki.org), I would like to
propose to remove these files from the repository:

  INSTALL.deutsch
  INSTALL.polish

These are redundant informations that we can not attend to, especially after
the basic coWiki installation process is going to change due to the upcoming
installer. Leaving these obsolete files there would additionally confuse the
people who can read it (Deutsch and Polish).
