manual.xml.in on edit.php.net

Hi folks,

I'm trying to add documentation for the PECL extension "scoutapm". I've
prepared the documentation on my local SVN checkout, and all appears to be
working fine locally.

I'm now trying to prepare a docs patch using edit.php.net but when I open
"doc-base/manual.xml.in" the file is empty. I need to be able to add the
reference to "&reference.scoutapm.book;" in here.

Is this something I've done wrong in edit.php.net or is this expected? Any
assistance would be greatly appreciated.
