That's a change in process IMHO, and a more sane one at it IMHO again.

The outdated files have ALWAYS been located on doc.php.net: see
http://doc.php.net/revcheck.php?p=files&lang=ru for the russian language.

I am *literally* working on getting the revcheck up and running for git
repos with commit hashes, currently prototyping at
http://doc.php.gpb.moe/tools/revcheck/

Previously, all this could be done from one place -- the online editor.

I am not saying toss the online doc editor, but you're just complaining
here without wanting to make it compatible, the git repo for it is open for
contributions to fix this.

That's just the default template for the PHP org because we have a separate
bug tracker (namely bugs.php.net)

Add a README to the repo with this information, this is what I'm intending
on doing with the French docs.
Also I don't know if Salathe replicated this for other translations but for
the French one he setup a group/org/team (?) on GitHub that one can ping

 I don't mind sharing opinions, even complaints for the matter, but
complaining while expecting others to do even *more* work
(remainder this project from SVN to git is 4, FOUR, years in the making)
seems rather insulting in an open source project.
And I'm pretty sure if enough people want the online doc editor again there
will be enough hands to make it happen by contributing to
https://github.com/php/web-doc-editor
