I don't think the question of whether the italian translation should be
active or not is really relevant here. We should be building a translation
if and only if we also update the translation repo. If we only update repos
for active translations, then we should only build active translations as
well.

If the Italian translation then gets moved from inactive to active, it will
start building... but until then, there's not much point in building an
outdated repo that's always going to fail. Note that this is not specific
to the Italian translation, it's not like it's the only inactive one we
have.
