It's hard to submit a PR to a non-existing GH repo, though. :)

Anyhow, just a couple of weeks ago there was another request regarding
the Korean translation[1].  After some discussion, it appears to be best
to completely ignore the old Korean translation in SVN, but to start
doing a new translation in a forked Github repository.  There is

Maybe you want to join forces (and try to get more translators on board,
since the PHP manual has a considerable extend – more than 10,000
pages).  If you made quite some progress, the repo could be moved to the
php organization on Github (including granting all contributors access
to it).
