GitHub Discussion for doc-* repos

Hi all,

I think this question has come up before, but since we've moved even more to GitHub (GitHub Issues instead of bugs.php.net),

perhaps we can also try a GitHub Discussion?

From the pros, I see the following:
- Possibility to keep track of interesting topics and unsubscribe from uninteresting ones, instead of an uncontrolled mailing list;
- Possibility to ban people who don't abide by the code of conduct;
- Also, it seems that on GitHub, the discussions will get a larger audience;
- Pretty GitHub compatibility (of course ;)).

As with GitHub Issues, I think it would be a good idea to start specifically with doc-* repositories as a pilot.

If the experiment is successful, we can extend it to other repositories.
