Request for write access to docs repos

Hi,

Can I please have write access to doc-en and doc-base?

I don't wish to merge unreviewed changes. In the Subversion era, I 
used my VCS access to add chapters for Wikimedia's PECL extensions to 
the manual (excimer and LuaSandbox), but these were first reviewed on 
Wikimedia's Gerrit before I copied them across. In future, when we 
need to update those manual chapters, it would be nice to be able to 
have those discussions directly on GitHub.

It's come to my attention that doc-en has a large PR backlog. I think 
I can help by reviewing and merging some of the changes.
