VCS Account Request: leonardolara

I have a a plan to contribute to the pt_BR translation of the PHP manual regularly (github.com/php/doc-pt_br). My goal is to update all outdated pages in about two months and to contribute heavily on the untranlated pages. I would like to do this more efficiently.
