PHP 8.5 Migration Guide

Hi,

Per the release process documentation[1], now that PHP 8.5.0RC1 has been
released I'm supposed to remind the documentation team to write the
migration guide.

So, please write the migration guide for PHP 8.5.

I've also filed https://github.com/php/doc-en/issues/4886 to allow tracking
the individual parts of the documentation that are needed, those with
access please feel free to edit the description to list the parts needed.
