Proposal to start Persian (Farsi) PHP Manual translation

Hello,

I have successfully subscribed to the phpdoc mailing list.

I would like to propose starting a Persian (Farsi) translation project for
the PHP Manual.

As far as I know, there is currently no active Persian translation team or
repository. I would like to contribute to initiating and maintaining it.

Could you please guide me on the required steps to:
- create or join a doc-fa translation team (if it exists or can be created)
- set up the translation workflow and repository
- begin contributing translations

I am ready to start with small sections such as "Getting Started" and
gradually expand.
