The CHM contains a lot of IE only scripting, since at the time we 
developed that, we have not been aware of the fact that there is some 
non-Windows CHM viewer development in progress... The CHM format is 
currently somewhat out of focus. If I had a lot of time, I would devote 
that to the new rendering engine which is currently only half done. We 
plan to replace nearly all the converters with our own rendering code 
written in PHP, and that would give extraordinary power to provide the 
best service online and in the downloadable versions.

On *nix systems, you have an alternative to set up an unofficial mirror 
of the PHP site (only mirroring the manual). We have instructions for 
such mirror sites at http://php.net/mirroring
