Thank you to everyone who responded. I was misinformed. I have activated mod rewite in the past and thought all I had done was to change the AllowOverride in the line : <Directory "/var/www/html">. I do not configure my vhosts in /var/www/html. They are in /home/username/ Once I made that adjustment the mod rewrite began to work and I was able to activate clean url's.
