Among the other suggestions since this is Windows it could be ACL issues.
Are you sure the service is started correctly for the httpd?

Subject: [support] Weird Browser Problem

Sunday night I was able to log in to my local version of a web site with
Chrome, IE, FF, and Safari. Then I had to reboot. Now I cannot get to that
site with Chrome, IE, or Safari. I use Wampserver. I can get to other local
sites just fine, and I can access this one site with FF with no trouble. The
error I'm getting is 403. Any ideas?
