Strange Caching Problem

I moved a multi-site configuration from one server to another.  The sites
are all working well accept that on of the sites keeps needing the cache to
be cleared. Multiple times per day we have issues with CSS not showing
correctly and the admin tool bar disappearing.  When we clear the cache it
all comes back.  We only have this problem on one of the sites in the
multi-site configuration .

We have gone through lots of diagnostic steps to try and figure out what is
going on and cannot tie the cache needing to be cleared to anything
specific.  For example it does not coincide with cron running. We have
tried turning off caching option  (/admin/config/development/performance).

Any suggestion on what to check or what could be going on is greatly
appreciated.
