Yes, this could be a configuration setting.  I always assumed comments 
always came up first because of the alpha order of tables or something 
(comment, node, user). Perhaps you are right, Gunnar. On a community 
site the comments might be pretty important, but I can't see why one 
wouldn't want to show the node results first since they are the 
starting point for comments. I don't know if what makes most sense. The 
problem with comments coming up first is that with a site like 
drupal.org, the comments outnumber the nodes by so much that the 
commments push the nodes very far down on the page. You wonder if there 
are node hits at all.

Maybe if one could change the order -- i.e. select how  comment, node, 
user displays --  it would satisfy admins who view the order 
differently?

   I'd prefer your suggestion, but it is inherently a recognition that 
nodes have more importance, which is not nescessarily the case in a 
community setting.
