I don't have the "operations" and "subscription" links on my projects

When you go to http://drupal.org/project/project (for example), there is a nice section after the project description that says: > Operations > * view open issues > * search issues > * submit bug report > * submit task > * submit feature request > * submit support request > > Issues e-mail subscription: > * None > * Own issues > * All issues When I go to the equivalent link in my own site (an intranet site, sorry, can't give you the URL), this section doesn't appear. Getting to the "submit bug report" screen winds up taking at least a couple more clicks (more than it should). How do I get this section to appear? FWIW, I don't have any releases defined against my projects.
