Printing phpinfo error message...

Hey there...I'm trying to create index.php file inside the Sites directory
by running the following command $ touch ~/Sites/index.php

However, I'm getting the following error message
touch: /Users/stevenblinn/Sites/index.php: Permission denied

Any suggestions on how to correct this?  I'm running macOS Mojave 10.14.5
