You have to register your RHEL system with the Redhat entitlement
server in order to be able to use the rhel repository that you
installed. Not doing that is causing the "Forbidden" error and things
not getting installed properly.

=C2=A0 This system is not registered with an entitlement server. You
=C2=A0 can use subscription-manager to register.
Start by dealing with that issue.
Do *NOT* include my direct email address in your replies.=20
