new package proposal

Hi all, I don't know if it is better to start a proposal writing on this 
list or directly inserting in the PEAR Proposal system. Any way I start 
there...

Some years ago I begun to rewrite from scratch livesearch; now I have a 
good product and I would like to publish it. What I have to do to begin 
the process?
