Hello Shehi,

It would be great if you can work on fixing bug #19895, as well as 
adding the Azerbaijani language.

You do not necessarily need an account on the pear website in order to 
contribute to the package, you can just fork and then make a pull 
request on github, where the source is currently residing:

https://github.com/pear/Numbers_Words/

Of course, having an account would be better in terms of bug assigning 
in future, but it is not something mandatory.
