Although I am no longer actively contributing (my ancient packages seem to
be stable, not sure if bug-free :-), there is documentation about becoming
a PEAR developer, check: http://pear.php.net/manual/en/developers.php, in
particular http://pear.php.net/manual/en/developers-newmaint.php

Also, is not only important to mention what the package does (eg:
"implements the XYZ standard/algorithm/pattern/etc. to be used in foo and
bar"), but also you ought to show the code.
