Is this correct? - Perm_type == 3 overrides userrights

I just stumbled across a thing that took my a couple of hours to figure out
My userrights were lost (as last time), i.e.
Var_Dump::display( $LU->getProperty('userRights') );
It displayed only an empty array. All the rights were correctly configured -
EXCEPT that I had chosen a perm_type of level 3 for the specific user. Hence
it seems that the userrights were overridden since the user was not a member
of an admin_area.
In my point of view, the userrights shouldn't be overridden by setting the
perm_type in the perm_users-table to something other than 0. Or am I wrong?
And if so why have this functionality been implemented?
(The error occurs in the Medium-container in the ReadRights-function in the
if-block:
if ($this->userType == LIVEUSER_AREAADMIN_TYPE_ID)
);
