I've a similar problem after upgrading from 0.16.1 to 0.16.3. some checks for 
Rights are not working any more like expected.

$user->checkRight() returns false (bevor upgrade "3")

I currently have not the time to go into detail-debugging, so I've switched 
back. But if I can send you some helping Debugging-Infos, please let me know.

I'm using PHP 5.0.4, Linux
