New perm container

I need to make a perm container that allows for unlimited levels of
permissions, or simply, a user get a level and a user needs to have a
"minimum" level of auth to get access to do a certain operation in my system

Can anyone give me any pointers on making a perm container like this?
Any docs on containers in Liveuser?
