PHP 8.3.16RC1 Ready for testing

PHP 8.3.16RC1 has just been released and can be downloaded from:

Please test it carefully, and report any bugs to 
https://github.com/php/php-src/issues

PHP 8.3.16 should be expected in 2 weeks, i.e. on Jan 16th, 2025.
