html_select_date bug (?)

The current behavior of html_select_date seems to ignore the year
portion of the value of the time parameter if the year is in the
past and the no start_year is specified.

The more intuitive behavior to me would be for the value of the
time parameter to supersede the start_year and end_year defaults.

Tested with 2.6.2

If folks agree that this is a bug, I may be able to submit patches.
