Splitting docs

Hi folks,

I'm back and have some time to deal with smarty docs. I already splitted 
  the huges files (programmers.xml, designers.xml and appendixes.xml by 
chapter) in several files for each language. Here's what the directories 
looks like now :

I've also tuned the build process to take the changes into account. I'll 
commit this if none objected.
