We already have a Russian version (work in progress) but an Ukrainian 
one would be more then welcome :)

The documentation is maintained in an XML format, you can have a look at
  http://cvs.php.net/cvs.php/smarty/docs/en/
to see those files.

Now, to start the translation, you'll need to checkout a copy of this 
files. See how to do it here :

   http://www.php.net/anoncvs.php

To avoid you some troubles (if you're not familiar with CVS), I made a 
.zip of it :

   http://didou.keliglia.com/smarty.doc.en.zip

All you have to do is translate all the .xml and .ent files in this 
archive. After that, simply provide a ZIP archive of your work to this 
list, I'll take care of adding it to CVS.
