I agree. In fact, I think that Smarty and other external libraries
should be kept out of project directories altogether -- but that's me.

Unfortunately, not everyone was able to overcome these issues in a
graceful way and their pleas motivated the change. So yes, this was not
an absolutely necessary change. I had hoped to move the /libs/core
files directly into the /libs dir so as to eliminate the extra
directory altogether, but for the sake of organization, monte nixed
that idea :)
