smarty chm manual

Hello,

I've done a little fork of phpdoc chm generation script and I was able to 
produce a Smarty CHM manual.
It is available at http://mega.ist.utl.pt/~ncpl/smarty_manual_en.chm

Please note that there might exist some problems in this version. If you are 
interested in the CHM format, I'll commit the files used to generate it.
