My motivation for adding this was precisely because I don't like PHP in
templates.  At the moment, we assign a whole bunch of data to smarty
variables then call the template.  Because TikiWiki is skinnable, we
have to set a varaible for every possible value a template designer
might want to use in their template.

With this patch, the template designer can simply 'fetch' the data they
want to display without the overhead of retreiving a whole bunch of data
they don't need.  PHP classes and Smarty with this patch is very
simmilar to the interaction between Java classes and JSP pages.
