The mmcache is defunct and has been out of development for quite some time. As
far as I know, it won't work with PHP5. Maybe try its fork, eAccelerator or
consider using another product such as APC.

Yes. Smarty is written in PHP and it produces PHP code. The effects of an
opcode cache benefit Smarty just as they do any PHP project.

As far as I know, encoding is no longer supported under eAccelerator. If you
want encoding, try a commercial solution -- but why encode? (That is a
rhetorical question. I don't actually care why you would want to encode because
no answer would satisfy me :) )
