[SMARTY] hosting question

Does anyone has any experience using smarty driven
sites on servers that belong to a hosting provider?

The hosting service I use (www.hostingchicago.com) has
php and MySql but not smarty installed.

I'm not sure if my provider will allow me access to
the apache .conf file.

Any suggestions on a way I can do this? Also, I am
currently working on an Win XP machine and need a way
to upload and install smarty on my hosting server.

Does anyone know of a way I can do this?
