I don't see the difficulty - just upload the scripts and include them  
from your scripts. As Paul said, there's nothing particularly special  
about smarty or PEAR - they're all scripts just like your own.

While a limited ISP may deny you the ability to run the pear CLI  
utility, that won't stop you from uploading the scripts yourself.

You don't need access to the global httpd.conf file (or php.ini come  
to that) - what do you think .htaccess files are for?

Many problems with PEAR installations will hopefully go away as of  
PHP 5.1 as it's installed by default (and also no longer requires  
that PHP has been compiled with zlib support).
