PHP 5.6 windows has a /ext folder - I upgraded to 5.6.18 yesterday, and there was one there, as there always is. I use the thread safe binaries, but the non-thread safe binaries have the same folder structure. You do get your binaries from http://windows.php.net/download/ ?
