It's means that Microsoft won't be spending time to create Windows 
binaries;  Jan Ehrhardt <[email protected]> is developing for private 
consumption so perhaps he should volunteer to upload them on the 
official website.  Alternatively, Microsoft could create a document for 
users to compile their own binaries using Visual Studio.  Personally, I 
would like to compile my own binaries but when I once tried it, it 
didn't work correctly because I didn't have all the extensions.  I just 
gave up but I would like to try again as Microsoft has given us enough 
time to prepare for the future.

I believe Jan also creates apache binaries on his official website 
apachelounge.com but I might be wrong about it as I have seen the name 
of Steffan or something like that often crops up on some forums.
