[HIGH] STR #4043: Most translation strings in *.po are empty, giving blank lines as output of command line tools in non-US-English locale

Most translation strings ("msgstr") in most of the locale/*.po files are
empty:

msgstr ""

This leads to the original English string being translated with an empty
string. For example with German (de) locale all output of the "lpstat"
command are blank lines.

There should be either no blank translation strings or the translation
function should keep the original English string if the translation is
empty.
