[MOD] STR #4093: CUPS continues to request "validate-job" rapidly when document-format "application/octet-stream" is refused with "client-error-document-format-not-supported"

This is similar to issue 4083: When testing my IPP protocol simulator (work
in progress), the simulator advertises the supported document formats
"text/plain" and "text/html" only. CUPS 1.5 however issues "validate-job"
operations with "application/octet-stream" onyl, and thus receives a reply
status code of 0x040a (client-error-document-format-not-supported).
Unfortunately CUPS repeats the validate-job with just the same parameters
rapidly.
According to RFC 2911, it's allowed for the IPP server to not support
auto-sensing (section 4.1.9.1).
