Confirmed on RHEL6.3

It looks like dnssd is enabled by default, contrary to what's said in the
specfile.

Workaround: 

rpmbuild -ts cups-1.5.4-source.tar.bz2

rpm --install cups-1.5.4-1.src.rpm

rpmbuild  --without dnssd --without static -ba cups.spec

Works for me.
